On 19th of September 2026 a Modernized Customs Code gives new electronic customs environment to all EU states. The new Code integrates the common customs procedures in the Member States while reinforcing convergence between the computerized systems of the 28 customs authorities. It replaces the 1992 Customs Community Code from 1 November 2013. The new Act will help with risk assessment, will provide a single electronic point of entry and will be make the process more simple, faster and unified.
The model will have to be fully operational within 2031 and it will start with all shipments from online retailers, imported or exported from the EU. The main goal here is to build a new function, called EUCA (European Union customs authority) which will be supporting the infrastructure and will host the electronic systems. The Data Center of the EU unified Customs will start operating the online retail parcels by July 2028.
Along with the New Customs Act of the Union, since EU implemented a flat Duty price for small value parcels (shipment under 150 EUR), the Act is introducing a fixed processing fee for each low value parcel, starting from November 2026.

📌 New and modern EU Customs Act fully implemented by 2031
📌 Single point of entry, replacing Member’s national systems
📌 New low value parcel’s fee from November 2026
